A police department in Ohio faces scrutiny over a video of an officer ordering a K9 to attack an unarmed Black man.

An Ohio police department is facing questions after body camera video was released showing a K9 officer unleashing a dog on a Black man who had surrendered to authorities with his hands raised. Authorities said they chased Jadarrius Rose, 23, for nearly 30 minutes on July 4 before he stopped his vehicle and came out with his hands up. An Ohio State Highway Patrol trooper is seen on the bodycam video yelling multiple times to Circleville Police Officer Ryan Speakman, "Do not release the dog with his hands up!" But Speakman releases the dog, and the animal can be seen biting Rose and pulling on his arm as he screams in pain. Police said Rose was treated at a local hospital and charged with "failure to comply." The Circleville Police Department has not commented on the incident to NBC News. Read more here
